In most cases Tabitha will immediately attack you when you encounter her on Black Mountain. However there is a way to peacefully resolve the crisis on Black Mountain and shut down Tabitha’s operation without killing her. In order to pull this off, you need to have a science skill of 60, either naturally or with buffs like a Programmer’s Digest skill magazine.

When you enter the storage building if you turn right you will notice a broken Mr. Handy sitting on a table. If you have a science skill of 60 or higher you can activate the robot by resetting its AI.
