Shoot the Messenger | Main Quests
Near the entrance to the arena, on the right, you will notice a place for using your grappling hook.
Talk to Amita and Sabal, then, head to the arena. The main entrance is blocked by enthusiastic crowd, so you have to use another way to get inside. On your right, high on the rocks, you will notice a grappling point. When you're up in the air, swing and use the hook again. Jump onto a rock shelf and step onto the arena.
Reach The Control Room
Shoot the two soldiers and pull all the levers
When you're inside, head right through the narrow corridor and jump down. In the room on the left, you will see two enemies. Kill them and pull all the levers to let the animals out on the arena. Wait until they kill all the enemies and go back to the corridor.
Kill Or Confront Noore
When in the corridors, some of the enemies will run straight onto your gunpoint.
Now, prepare for some action. You have a few groups of enemies heading tour way, but they are not difficult to defeat. In the narrow corridors, you will have no trouble killing them using grenades or a grenade launcher. Near the arena exit, you can let a tiger out of its cage and it will get rid of the most of your enemies (watch out not to turn it against you).
Decide about Noore's fate.
After defeating all the enemies, there will be nothing standing on your way. When you reach Noore, you will have a moment for shooting her. Otherwise, she will kill herself. Either way, the mission will end and Noore's fortress will be weakened.
