The Tormented one unlocks a really wacky spell if you kill him, and he's pretty tough, but he's treated like a regular enemy; you can kill him easy with two bullets and a lantern, and you won't get hit by a single unguarded attack.

Also: his torso is what uses the chains of torment attack. So if you hit his torso with a blunt weapon like the pipe, you can stop him attacking while still dealing damage. Wrench toss would also destroy him if the arms are blown off first.
