Yea we finally found Locke, who was apparently looting every single chest along the way to the emperor's secret treasure. I guess I could have opened those chests if I wanted to. Apparently Emperor Ghastra's secret treasure was a cracked magicite containing the Esper Phoenix. After Locke tries to resurrect his friend with it and fails, we gain Phoenix as a usable Esper. It teaches arise, which is the best resurrection spell in the game so I'm sure that'll come in handy later on.
