This is actually two separate fights. After the first one you're free to go back to the save point and use a tent, which is highly recommended. You should also switch your row setup (put front row characters in the back row and vice versa) before beginning the second fight since it's a back attack.

For the first fight Scarmiglione will have four Skullnant zombies tagging along. Don't bother attacking these with Cecil because his dark sword will do a piddly 1 damage unless you get a critical hit. Attack Scarmiglione with him and have Palom and Tellah take care of the Skullnants with Fira and Fire cast on the entire group, then continue to cast them on just Scarmiglione. As for Porom, you should make sure to buy her a Healing Staff back in Mysidia because you can use it as an item (go into the item menu, push up, then push the A button twice on the Healing Staff) for a free full-party cure—do this every round with her unless you need a stronger cure spell.

The second fight is with Scarmiglione's true form and his attacks are fairly powerful. If you didn't remember to switch your row setup before the fight, do so as soon as you can during the battle because he can kill your casters in only one or two hits while they're in front. Again, attack with Cecil, cast Fira and Fire with Palom and Tellah, and use your Healing Staff or stronger cure spells with Porom. Scarmiglione's attacks will sometimes poison you but you shouldn't waste time with antidotes; just heal through it. Also, after being hit with fire magic, Scarmiglione will use Song of Curse on the entire party. Presumably this can inflict the curse condition but I've never actually seen it do anything and, either way, hitting Scarmiglione with Fira for around 1,000 damage is worth it because he'll go down fast.
