To get this rare and annoying Blue Magic you will need a couple of things. You will need to have a Beastmaster with the "Control" ability, which is acquired at Beastmaster level 2. You will need a Blue Mage in the party, or someone with the Blue Magic ability "Learning" equipped. Lastly you will of course need an Airship. This little peninsula is the only place for Stingray to appear. I haven't tested it myself but you can also cast reflect on the enemy since they will only use Mighty Guard on themselves if not controlled, and it will reflect it onto your party. This is unreliable since he rarely uses Mighty Guard, however. Control lets you use the ability on command.
