Story recap: After healing his wounds, Shadow disappears to the Bird's Head Colosseum. The party sends someone in to fight him, and he finally agrees to permanently join their group.

Returning to Mobliz to check on Terra, they find that one of the teenagers in her care is pregnant. Phunbaba returns, and Terra fights him again alongside the rest of the party. Finally having worked out what's going on inside her, she regains her fighting spirit. They defeat Phunbaba for good, and Terra decides she's ready to join the fight against Kefka, knowing how important it is to the future of her children.

Traveling to Jidoor, the party follows up on a rumor that Owzer, the richest man in town, has hired a young artist to paint his masterpiece. He hasn't been seen in some time, and his mansion seems to be haunted - paintings come to life and attack the group as the investigate. Deep inside, they find Owzer, with Relm working on a painting of a goddess. The painting has become possessed by a monster, and Relm can't handle it on her own. After the monster is dispatched, Relm joins the party, promising she'll be back to finish the painting when her fight is done.

After the world was destroyed, the Cult of Kefka formed, and its followers built a tower in the mountains, where they mindlessly worship him. Rumors of treasure high atop the tower have drawn bandits to it, but the cult members are quite formidable. Among their ranks is Strago, who doesn't answer to the group until Relm speaks to him, lifting him out of his stupor. Happy to see his granddaughter again, he joins the group.

Having most of their old friends together, the group follows up on one final rumor of a legendary treasure belonging to Emperor Gestahl that was hidden in a star-shaped mountain formation. Jumping in from the airship, they make their way inside the mountain, where they eventually find Locke, legendary treasure in hand. It's a piece of Magicite, weathered and cracked, rumored to be able to restore life. They join him in a trip to Kohlingen, where he uses the Phoenix Magicite to revive Rachel. Due to the poor condition of the Magicite, it only gives her a few moments of consciousness, but she tells Locke that she loves him, and that he should be free of his burden. He takes her words to heart, glad to have had a final moment with her, and joins the fight against Kefka, finally completing the group.
