It turns out that after a certain point in the story Junon sells most of the equipment that could have been found in treasure chests. While the city braces itself for the impending apocalypse of meteor the shops are somehow all still open. Collectively they sell many of the weapons and armor available throughout the game. After checking out how the city has changed since the party escaped Shinras execution attempt, we head into the secret underwater reactor.
