0The lowest level that you can be in 1/1/2, one of your characters must gain a level. I tried to hold off on simply abusing spare change, finale, and dark matter. This became unfeasible once I reached chapter 5 endgame.

It is not possible without OP strategies. For Azi Dahaka, I utilize Spare Change of Dark Knight. Thief Steal Will will also work if it lands. Hero Drink on Dark Knight and several Spare Change should end the fight.
Venagun has several stages (tail, body, head). The tail - Dark Knight's Spare Change ends the fight in one throw. The body - same strategy. Ignore the nodes. The head - I used Finale on this one. Utilizing The End garmet gird, throw a hero drink and make the outside loop. Finale will do 99999 dmg if escape or flee has never been used in the game cycle.
Shuyin - same Finale strategy as Venagun's head, except I decide to end in Warrior with Yuna because she has the brotherhood sword and, you know, Titus.
