The conditions to fill the Gestalt gauge in this battle are: amass Chain Bonuses; cast buffs on the allies (those casted on Sazh also fill the Gestalt actually). Start with [4], and cast all the buffs you can on both characters. When it's done, switch to [3] to let Vanille weaken the boss with some easy status ailments; meanwhile, spam Potions to keep the HP up if you need. When Vanille stops using spells (when the boss has all the status ailments she can inflict), switch to [1]/[2]. The fight should be over without too much effort.
