Ok, this is a simple one, but to get Hydro Pull you must have the Stormblood expansion and unlock the dungeon "The Drowned City of Skalla." It helps to run it with a team using the Unsync'd to Level Sync, but it can be run solely unsync'd as I did this time. Honestly, it took me three tries, but fortunately, Kelpie, is the first boss and is really easy to get to. I mostly used Electrogenesis (#53), Basic Instinct (#91), and- to a lesser degree - Abyssal Transfixion (#55). You can watch the pulls or skip straight to the boss fight.
