The "two whirling sails" that Gaepora spoke of are the two windmills in Skyloft. The first one is near the Knight Academy and the tree that the kid was rolling into at the beginning of the game. Take out the Gust Bellows and blow wind toward the little propeller in the front until the windmill faces the Light Tower.
The second windmill is on the other side of Skyloft, passed the houses. Unfortunately this one is missing the little propeller. As you approach it, Jakamar says that Gondo at the Scrap Shop might have a robot that can help you. Talk to Gondo and he'll tell you he needs an Ancient Flower. If you don't have one they can be found laying around Lanayru in areas where Timeshift Stones are active.
After you get Scrapper running, enter Eldin Volcano as close to "Temple Entrance" as possible. The propeller will be to the left of the Temple right next to the soft soil spot underneath the watchtower where you found one of the key pieces.
After you've returned the propeller to it's proper place, reposition the windmill just as the other one. When both windmills are facing the Light Tower, climb up to the top of it and take out your harp. When you're finished playing the Ballad of the Goddess an entrance into the Tunderhead will open up.
