Fire Emblem Fates: Maximum Movement Possible (Conquest Chapter 24)

Movement is a stat that has never been underestimated in the Fire Emblem series. Not only is it favoured by efficiency players and speedrunners alike and is the main reason why a sturdy class like Knight is judged very harshly in most character and class comparisons, there is all sorts of utility having more movement brings in comparison to less - helping transport other units, retreating, moving from one part of the map to another and attacking enemies before they can attack you and so on.
In the FE series, cavalry units and fliers have generally had the highest movement stat, with the game leaving a usually limited way to extend said stat - frequently a single pair of Boots is available, with its boost varying between games (in FE1 and FE3, the boost is as sizeable as +4 for instance, while Fates' boost is +1). In FE6 and FE8, you could potentially get an infinite number of Boots, capping your characters' mobility at 15.
The recent titles, Awakening and Fates for the 3DS, however, have introduced more varied means of boosting your mobility (by no means being the first; Tormod has brought his Celerity skill in the Tellius saga for instance). In Awakening alone, using such additional movement boosters like pair-up and rallies, a unit can be gotten to a whopping 16 movement, higher than the cap in FE6 and FE8 just to cite an example. With access to high-range Rescue staves and the Galeforce skill, this lets the player cross impossibly long distances within a single turn.
Fire Emblem Fates has Awakening beaten in this regard as surprising as it may be. While there's no additional Bride rally heart ability and no Deliverer skill, there's one situational way to have even more move than you could get in Awakening. I am, of course, talking about the Conquest-exclusive chapter 24 (Hinoka), where through the use of Dragon Veins (either by helicopter sis or yourself) you can get an additional +4 move for your units.
How do we get to 17 movement? The maths is as follows:
8 mov from being in a promoted mounted/flier class
+1 mov from Outlaw's Movement+1 ability (learnt easily by Niles and always learnt by Shura and I guess Nina)
+2 mov from using two pairs of Boots (no more than two can be used on a unit, one pair giving only +1 mov in this game)
+1 mov from a pairup with any 8 mov unit, outlaw or ninja and their promotions (sans Mechanist)
+1 mov from Rally Movement, learnt by Dark Falcon at lv. 25 (Felicia and Jakob can get there the soonest)
...and +4 mov from the Dragon Vein being activated in this map.
Now, you could either be in a flying class and wait for Hinoka to use the DV on turn 1 herself, or use a DV yourself (such as the one nearby on an island with 3 onmyoji) but this will (roughly) halve all fliers' mobility and extend all other units' mobility instead.
While technically both fliers and grounded mounts can get to 17 mov this way, I thought the sheer movement range is most vividly demonstrated on a flier who can really get to places unrestrained by terrain in the way.
I didn't have Niles fight at all on this playthrough (girls only; my other CQ saves had been lost in an accident) but getting him 2 levels was the easiest way to get to Movement+1 and from there getting the maximum possible mobility was quite easy.
"This doesn't feel good anymore" - another reminder that mobility alone doesn't win the game and battles still need to be fought.
P.S. The winner in terms of max mobility in the FE series still appears to belong to FE5 Thracia 776, where movement is a stat that can randomly be grown on level-up, up to a maximum of 20. With a Dain Scroll, Tina can get a 10% growth in move, though I imagine the player would find rigging Leif's move more beneficial. Another FE-related game with movement growths is TearRing Saga for Playstation, though the cap for movement is "only" 12 - it can be quite fun to unexpectedly have a super-mobile Lionel!
