Took me a few tries to get this TC this low, mostly due to the nature of the reinforcements. I had to basically make sure I killed every enemy by the end of the third enemy phase, otherwise more reinforcements would have spawned in places that were basically too spread out to eliminate without wasting another turn or two.

Planning for Chapter 17 is very smart, because having the right units can seriously make or break your turn counts here, and you have to plan them out according to their position based on deployment number. You don't get to move them between each part, so keep that in mind, and do a test run to see where you want everyone to be.
