If your computer is configured correctly, but the device or resource is not responding, run the Network troubleshooter. Then, disable your browser proxy settings, and turn off the power saver for your network adapter. Additionally, update or reinstall your network driver.
The error “Windows Can't Communicate with the Device or Resource (Primary DNS Server)” occurs when your computer is unable to connect to the primary DNS server set by your internet service provider. This error message pops up in the Network Diagnostics which is run when you are unable to connect to the internet.
Solution 1: Update or Roll Back Your Network Drivers.

Solution 3: Clear Your DNS Cache and Reset Your IP Settings.
