How To Fix CS2 Failed To Create D3D Device On Windows PC
Step 1) Restart your PC
Step 2) Try these in launch options
-allow_third_party_software
-w 1920 -h 1080
-high -threads n -no-browser - Where 'n' is your CPU core/thread count
-force-opengl
-force-vulkan
-dx11/-dx12
Step 3) Delete content of temp folder
Step 4) Delete CS2 730 folder, you will lose all saved progress and saved settings
Step 5) Try beta version in steam
Step 6) (Skip this step if the game is not launching) If able to launch the game, Lower down refresh rate, turn off Nvidia Reflex Low latency, switch to Windowed mode and lower down graphics settings
Step 7) Do a clean installation of graphics driver

Step 8) Run the game on dedicated graphics card
Step 9) Run the game as an administrator from the game installation folder, Try running the game in compatibility mode
Step 10) Allow the game exe file to your antivirus program/Windows Security and Firewall
Step 11) Verify game files
Step 12) Disconnect Additional joystick, controllers. Unplug hotas, wheel, pedals, mouse, Razer Tartarus, disconnect all the additional USB adapter connected to PC, Disable Steam Overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay), Close all the overclocking app such as MSI Afterburner, riva tuner etc. Turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, corsair software, end nahimic services & lightingservice.exe in task manager, remove the undervolt, perform clean boot
Step 13) Increase the Virtual Memory:
View Advanced system settings
Initial Size: 1.5 x Total Ram
Maximum Size: 3 X Total Ram
Step 14) Update Windows to version 22H2
Use Media Creation Tool to Update Windows 11/10

Step 15) Update the System BIOS
Step 16) Uninstall and reinstall the game to the different drive (Try SSD first)
