Step 1) Update the game
Step 2) Do a clean installation of graphics driver

Step 3) Run the game on dedicated graphics card
Step 4) Try these in console
fps_max 0
fps_max_ui 144
Step 5) Open console and set fps_max to the refresh rate of your monitor e.g., fps_max 60 for a 60hz monitor/ fps_max 120 for a 120hz monitor, etc.
Step 6) Plug the display cable (HDMI/DVI/DP cable) to the dedicated graphics card slot instead of motherboard slot (Integrated Intel Card)
Step 7) Turn off Nvidia reflex low latency, try v sync on/off, disable antialiasing, switch to full screen/windowed mode and lower down graphics settings
Step 8) Go to C:\Program Files (x86) \Steam\steamapps\common\Counter-Strike Global Offensive and completely delete shade cache folder. Perform Disk Cleanup, Check the checkbox next to DirectX Shader Cache. Restart your computer and then verify integrity of game files
Now Nvidia users open Nvidia Control Panel
Anti-Aliasing: NONE
Nvidia Low Latency: OFF
Step 9) Try this in launch options:

Step 10) AMD users disable Radeon Chill
Step 11) Try G sync off/on
Step 12) Verify the game files
Step 13) Disconnect multiple monitors, Unplug all the USB devices, additional Controller, hotas, steering wheel, additional joystick, throttle, Razer Tartarus gamepad, Cronus Zen. Close vjoy, turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, OBS, corsair software, end nahimic services & lightingservice.exe in task manager, remove the undervolt, perform cleanboot
Step 14) Increase the Virtual Memory:
View Advanced system settings
Initial Size: 1.5 x Total Ram
Maximum Size: 3 X Total Ram
Step 15) Disable Steam Overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay), close all the overclocking application, close all the background apps, perform clean boot
Step 16) Update System BIOS and other drivers from system manufacturer website
Step 17) Uninstall and reinstall the game to SSD
