Fix Games Not installing on Xbox Series X/S Error code 0x8007013d
Step 1) Go to Settings/Network Settings/Advanced Settings/Under Change Settings select Alternate MAC Address/Select Clear
Restart the console
Step 2) Change DNS
Go to Settings/Network/Advanced settings/DNS settings/Manual
Primary DNS: 8.8.8.8
Secondary DNS: 8.8.4.4

Primary DNS: 168.126.63.1
Secondary DNS: 168.126.63.2
Step 3) Delete the game, go offline, install the game using disc if applicable, go online and update the game
