Switch to different network/Use Mobile Hotspot
Step 1) Restart PC
Step 2) Run Arc installer, open launcher from game installation folder and then launch the game
Step 3) If beta version is still installed, uninstall it, uninstall the Arc launcher from beta
Step 4) Uninstall Arc and then launch the game, it will reinstall while launching
Step 5) Run the game from the game installation folder, try running as an administrator, disable full screen optimization, try compatibility mode
Step 6) Allow the game exe file to Antivirus program Avast, norton, bit defender, McAfee, Comodo/Windows Security & firewall
Step 7) Verify the game files
Step 8) Rename the config folder (All saved settings will be lost), rename the save game files create a backup first (all the account saves and save game will be lost)
Step 9) Perform clean installation of graphic card driver https://www.nvidia.com/Download/index.aspx?lang=en-us

Step 10) Run the game on dedicated graphics
Step 11) Try -dx12/-dx11 in launch options
Step 12) Install Visual C++ Files
Step 13) Try Power Saver mode, turn on/turn off hardware accelerated GPU Scheduling
Step 14) Update Windows to the latest version
Step 15) Unplug external devices such as hotas, pedals, racing wheel, Razer Tartarus, disconnect all the additional USB adapter connected to PC, disconnect additional joystick/controllers connected, disable overlay, close all the overlay apps (Discord, Nvidia app, Nvidia shadow play overlay, AMD overlay). Do not overclock, set it to default, close all the overclocking application MSI Afterburner/Rivatuner, close all third party apps and services, remove the undervolt
Step 16) Increase the virtual memory
Step 17) Uninstall the game, go to the game installation folder and delete the game folder, restart your PC, and reinstall the game to C Drive/if already installed to C drive, then install the game to another SSD
