Step 1) Disconnect multiple monitors, try launching the game on single monitor
Step 2) Try -dx12/dx11 in launch options
Step 3) Try power saver mode, install Intel Extreme Tuning utility and lower down Performance Core Ratio 55x/54x/53x, turn on/off Hardware-accelerated GPU scheduling
Step 4) Turn off Steam overlay/discord overlay/Nvidia overlay, close all the overlay Apps
Step 5) Delete the config folder (All Saved settings will be lost)
Step 6) Try Windowed mode if able to launch the game
Step 7) Set bUseVSync To False/True, Enable V Sync in Nvidia Control Panel
Step 8) Unplug controller, use mouse to launch the game, once game is up and running connect controller
Step 9) Increase Virtual Memory
View Advanced system settings.

Step 10) Run the game from the game installation folder, Run the game as an administrator, try compatibility mode, disable full screen optimization
Step 11) If you are using any third-party antivirus like Comodo, Avast, AVG, McAfee, Norton, bit defender, then allow the game exe to your antivirus program. Windows Security users allow the game exe file to controlled folder access and firewall, if you are using Malwarebytes, add game exe files and the complete game folder to the Ransomware Protection module exclusion list
Step 12) Perform clean installation of graphics driver

Step 20) Uninstall the game, go to the game installation folder and delete the game folder, restart your PC, and reinstall the game to C Drive/if already installed to C drive, then install the game to another SSD
