Step 1) Reinstall Steam
Step 2) If able to launch the game, Turn off RT, turn off FSR1/2, Disable RTX,lowering the texture quality from 8GB to 4GB/6GB, try Windowed mode, lock the FPS at 60,turn your shadows down, ,lower cutscene quality below 4k, disable HDR & lower down graphics settings, turn shadow cache off
Step 3) Disconnect Additional joystick, controllers. Unplug hotas, wheel, pedals, mouse, Razer Tartarus, disconnect all the additional USB adapter connected to PC, if you have any virtual controller (Vjoy etc.), disable/uninstall them. turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, corsair software, end nahimic services & lightingservice.exe in task manager, remove the undervolt, Disconnect multiple monitors

Disable Steam Overlay, disable overlay in other overlay apps, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay), close all the overclocking application, perform clean boot.
Step 5) Verify the game files, restart your PC after verifying the game files, for me there were many corrupted files, once files were reinstalled the game runs fine.
Step 6) Try -dx11 or -dx12 in launch options.
Step 7) Run the game as an administrator.
Step 8) Try running the game in compatibility mode.
Step 9) Increase the Virtual Memory:
View Advanced system settings.
Initial Size: 1.5 x Total Ram
Maximum Size: 3 X Total Ram
Step 10) Run the game on dedicated graphics card
Step 12) Allow the game exe file to your antivirus program/Windows Security and Firewall
Step 13) Do a clean installation of graphics driver

Step 16) Install Media Feature Pack: If you are using N versions of Windows: https://support.microsoft.com/en-us/topic/media-feature-pack-list-for-windows-n-editions-c1c6fffa-d052-8338-7a79-a4bb980a700a or switch normal Windows 10/11 editions
Step 17) Update your Windows
Step 18) Update System BIOS
Step 19) Uninstall and reinstall the game to the different drive (Try SSD first)
