Step 1) Make sure there is enough hard drive space
Step 2) Restart your PC
Step 3) Run Steam as Administrator
Step 4) Allow the game exe file to your antivirus program, disable your antivirus program or Windows security temporally, disable it while downloading/updating the game, once done enable antivirus it again
Step 5) Clear Download Cache
Step 6) Try multiple times, when you receive the error, click on Play or Download, it should complete the download
Step 7) Repair Steam Library Folder
Step 8) Verify the game files
Step 9) Uncheck "read only" on the steam folder
Step 10) Allowing Steam full control on Windows, verify the game after this
Step 11) Perform Windows update
Step 12) Uninstall the game, delete all the remaining game folder, restart your PC and reinstall to another SSD
