Fix Victoria 3 does not open/start, Fix Victoria 3 crash to desktop (CTD),Fix Victoria 3 Launcher problem,Fix Victoria 3 Crashing on startup, Freezing & Black Screen On PC
Step 1) Restart steam, for the first-time game is taking a long time to launch, wait for few minutes after launching the game, it took 10 minutes for me to launch the game
Step 2) Run "launcher-installer-windows" in launcher folder
Step 3) Launch the game using victoria3 exe from game installation folder
Step 4) Uninstall paradox launcher v2, then launch Victoria 3, it should install launcher and the game should starts.
Step 5) Install latest version of Paradox Launcher from Paradox official site: https://www.paradoxinteractive.com/our-games/launcher
Step 6) Rename dbghelp.dll file
Step 7) Go to C:\Windows\SysWOW64, copy dbghelp.dll, paste it in Victoria 3 binary folder, launch the game, if not working rename dbghelp.dll file and then launch the game
Step 8) Install Visual C++ files and .Net Framework

Step 9) Delete save game folder, this will result in loss of saved progress/settings
Step 10) Allow game exe file to the antivirus program or Windows Security
Step 11) Run the game as an administrator
Step 12) Do a clean installation of graphics card driver.

Step 13) Disable overlay in steam and close all the overlay apps, close all the overclocking apps, perform clean boot
Step 14) Verify the game files
Step 15) Laptop users with dual graphics card: Run the game on dedicated graphics card.
Step 16) Update Windows
Step 17) Install Media Feature Pack: If you are using N versions of Windows: https://support.microsoft.com/en-us/topic/media-feature-pack-list-for-windows-n-editions-c1c6fffa-d052-8338-7a79-a4bb980a700a or switch normal Windows 10/11 editions
Step 18) Try Windowed mode, lower down graphics settings
Step 19) Disconnect multiple monitors, unplug all the USB devices, Logitech wheel, joystick, Razer Tartarus gamepad, vjoy, Turn off Razer Synapse (razor lighting effects) and MSI Dragon Center, corsair software, end nahimic services & lightingservice.exe in task manager, remove the undervolt
Step 20) Windows 7/8 users update to windows 10/11
Step 21) Uninstall and reinstall the game to different drive (SSD)
