This video demonstrates the process to run Midtown Madness on Windows 10/7/8.1/8/Vista. The game was released in 1999 and has problems running in current gen OS. Although there will still be some problems after fixing them as shown in the video.

NOTE: If game lags after renaming the executable, click the Windows button on the keyboard after you start the game, go to Task Manager, Details tab, look for MidtownMadness.exe, right click and click on Set affinity and check All Processors option.
