Fixing Balgruuf and others stuck at the Skyforge after "Glory of the Dead"
PC solution: I noticed that after I had completed the quest "Glory of the Dead" that there still remained some of the characters who attended the funeral at the Skyforge. They never managed return to their daily routines after. I was still able to engage in dialogue with them, one of the ways to send them on their way was to use console commands to stop their lollygagging! I did this after completing the Companion's quest line, so it might only be able to be done when it's finished.
Console solution: There is another way, if you don't have access to console commands, and that is to "Fus Ro Dah" them off the Skyforge. You might incur a small bounty, and the guards might start with the "Wait, I know you" line and not give you an option to pay the bounty. Just punch a guard, put your fists away, and then you'll be able to pay the bounty, or go to jail...your choice.
Additional Note: If anyone is curious about the extra items at the forge, it's from a mod called "Where is your Smelter"
