On Android, download the TetherFi App, and click the middle tab "How To", for an easy step by step guide.
Turn your actual phone hotspot off, and turn your phone wifi on instead, no need to connect to a hotspot.
Enter the proxy data that is shown on the TetherFi app into whatever computer, laptop, or game system you want to run off your phone's data.

Please note that depending on your Google Chrome web browsing settings, Chrome Extensions, PC internet settings from your actual device, you may need to browse in incognito mode, or through Avast's safe browser (which is also Google Chrome), or a VPN other than Betternet, or an alternative web browser other than Chrome.
Also note, that the Steam client will not run with this active, because it is technically a VPN. So just like at most public places, restaurants, and colleges, you will not be able to use your Steam Client or Steam Library, outside of the web browser version while on and connected, so downloads will need done when not in this connection, however, online games will still run, they just won't be connected to the steam library and steam client during gameplay, but when re-synced, should update trophies, awards, and possibly play time depending on the game and the settings of each game.
