According to the CEO of Freedom!, a small channel is a channel that gets less than 1,000 views.
So, if your channel is partnered with Freedom and you get less than 1,000 views a day then might qualify for this sponsorship program.
Unfortunately, Freedom! has so many small channels and I don't think Freedom! can sponsor them all.
