Noelle pairs well with Geo Traveler.
Use Geo Traveler then switch to Noelle to pick up the particles to charge her.
Noelle's best weapon is Whiteblind because of how heavily she scales with defense. Alternatively use Favonius Greatsword because she simply looks better with it. Oh and the energy particles are nice, as her major weakness is she doesn't generate any energy particles from her elemental skill.
Her ideal artifact set is one that buffs her basic attacks and/or charged attacks. There's currently no geo set that outscales the damage of Gladiator, so that's generally the set you'll go with.
2-Piece Noblesse Oblige does not work on Noelle, it will only buff the initial hit of her burst. The rest of her attacks are calculated as basic attacks and not burst damage.
Noelle's strength is she's a healer that is also your DPS. She shines in AoE situations, with a massive hitbox after her burst. She'll hit nearly every mob around her, including behind her. She's an ideal secondary carry for trash mobs but not ideal for bigger mobs due to her lower damage output compared to Razor or Fischl's basic attacks.
Her second strength is her massive shield and her scaling from defense. This makes her an ideal tank, simply swapping to Noelle to absorb damage can make fights extremely easy. A Shield provides you the benefit of denying hitstun allowing for easier use of skill and attacks. Less time spent in hitstun and less time dodging means more damage.
Unfortunately there's other stronger units that outshine Noelle as a support, but Noelle fills a niche of being a maid that can do it all. Able to shield, heal, and dps.
Lastly as RPG knowledge dictates... It doesn't matter who you choose as long as you over-level and over-stat the content you can do anything.
The holy trinity of DPS, healer, and tank, is not favored strongly in this game. As you're free to swap characters easily and combine abilities.
Noelle fits on any team but shines most on a Geo focused team, giving you tons of geo particles, allowing you to abuse her powerful burst to the fullest. Unlike other selfish bursts, this one does not go away when you switch, making her very flexible. This will set her up as your main left clicker to use during cooldown of your other abilities.
:: Some Example Team Comps ::
Noelle + Geo Traveler is such a strong core I'm going to recommend it for most team comps. But there's a much higher potential damage output with having Ningguang's Geo Damage buff + Thrilling Tales of Dragonslayers. Turning Ningguang into a buff for your Noelle... Or maybe even your Geo Traveler...
Triple Geo is in fact not a bad idea as it give you tons of geo particles making it easier to charge everyone's burst.
Example comp being Noelle / Geo Traveler / Ningguang / Burst Support.
Xingqiu provides a lot of wet status and lowers their hydro resist with constellations. He also charges himself very well with sacrificial sword making him ideal candidate for constant geo reactions. Alternatively Sucrose / Venti can help gather mobs. Another option is Chongyun as he helps raise attack speed.
Noelle / Geo Traveler / Xingqiu / Beidou
This gives you two bursts that heavily increase your basic attack damage from Xingqiu and Beidou.
Noelle / Geo Traveler / Zhongli / Venti
This is an expensive team abusing high crowd control. Gather mobs with Venti burst, stun with Zhongli burst if you want. You can place geo traveler's rock next to Venti's Burst to give yourself a platform for Noelle to basic attack them.
Noelle / Geo Traveler / Xingqiu / Xiangling
This is a well rounded team that provides you vaporize procs and constant shielding, high energy costs though.
Noelle / Geo Traveler / Xiangling / Amber
This is a fantastic starter team allowing you to get through most of the starting game using the powerful elemental resonance buffs. Whiteblind on Noelle, Prototype on Traveler and Xiangling, Favonius Warbow on Amber. You can later swap Xiangling or Amber for different needs.
Make your own team, and have fun. Remember the point of games is to have fun, in case you forgot.
