You will reach the FDG building while completing Black's „Meeting with Rose” memory and it will occur not long after crossing the Holmwood cemetery and the park. The puzzle isn't that complicated. Use an UV light to shine on the electronic lock and you'll notice three fingerprints. Start by pressing the most visible fingerprint and end up with the least visible one. In our case the combination was 694 but it's always random.
