The MSR is great against soft targets at medium range, it's higher rate of fire vs. other sniping rifles makes it a more forgiving weapon if you should miss your shot. However, it is not effective against enemy choppers and other hard targets. Many sites have listed the MSR as the elite sniping rifle but I disagree, the HTI is my go-to sniping rifle offering the heaviest damage in game and is great against both soft and hard targets like enemy choppers, generators and jammers. You can find it in the east of Montuyoc, in a Montuyoc Training Base. No violence is required for this and you can easily sneak into the base, grab the weapon and get out.

You can find it in west of the Montuyoc region, at the Choza Padre Mine, which is on the dirt road south of Araca Village. Clear out the soldiers guarding the entrance and take your first left and keep going to the end to find the case. Be wary of checking other tunnels along the way for patrolling guards.
