You will need to make sure the thief does not get caught while stealing the power from all the occupants.

In the first room.
Point the light down towards the teapot.
Spin the Chandelier till all the candles go out. The occupant will then fall asleep on the sofa.
Pull the highlighted book to enter the room.
Pull the level on the machine to drain the power.

Now go to the third floor down
Pull the leaver next to the occupant.
Spin the left hand cog till the first 2 lights apear.
Spin the right hand cog till the last 2 lights apear.
Pull the handle up to reveal 4 buttons, which need to pressed in this order.
Click button 1, 4, 2, 3, 1 3
The occupant will fall asleep and the machine will be thrown in the room, pull the leaver to drain the power.

Now go to the bottom floor
Turn off the electricity
Turn on the water

Now go up one level
Open the fridge and use the machine, pull the leaver to drain the power

Now go up to floors
Open the shower curtain
Turn on the shower fully (all the way to the left)
Shut the shower curtain
Open the washer and dryer
Use the machine, pull the leaver to drain the power
Then press the nose on the middle of the box to end the level.
