Revised instructions:
In windows 10 click Cortana, search for "regedit", and run it.
Click File, Export and save as "backup" to wherever you want, just in case something goes wrong you can revert it back.
On the left navigate to the path
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Video\
Next right click the "video" folder and click "Find", search for the resolution you are using, in my case it was 1920x1080
You should find yourself in the "0000" folder located in one of the folders with long names.
Note: Some users had to also make these changes in the "0001" folder.
Look for and entry like "DALR6 DFPI 21920x1080x0x60", the last number is the refresh rate for the screen, look for the refresh rate you currently use.
Note: This line seems to vary on different cards and monitors.
Right click the highlighted name and click Modify
Here we want to change all the numbers on the right to 00's, put your cursor before the number you want to change, press the "Del" key, then press "0".
Note: Users reported changing the 08 value to a 04 or a 02 but leaving 01 and 02 values the same, fixed the problem for them.
Click OK, minimize the registry and right click the desktop, Display Settings, Advanced Display Settings, and change the refresh rate or resolution to anything else, then back to the resolution you edited in regedit.
Note: If changing resolution doesn't work, try rebooting!
Your underscan should be gone but if not load your backup and try it again using the notes I’ve provided. Check the comments under the forum post for additional info.
