This video uses RefScope to identify the Bruma gate guard at a distance. Notice that the shot doesn't need to be arched in order to reach the guard -- i.e., the bow works as a direct-fire weapon, like spells.
Watch for the Bounty notification in the upper left corner -- shortly after the guard is hit, he runs toward the player (to arrest them) and a bounty is automatically added for assault.
