If you buy the Thruster in GTA 5 Online one upgrade is Boost which is activated with L3 and makes you take off from the ground fast. Does nothing while flying if I remember correctly.

When you do a mission and started it with your jet pack instead of some other vehicle when you join the mission; when you select to rejoin the online world you'll spawn into the game with your jet pack on instead of standing next to your car on the street.

The Thruster jet pack is stored in your Facility at the top of the stairs between the 2 stair cases. Climb into it and press right to customize. You can add rockets and change the paint, maybe upgrade the engine also I think. I don't fly it much its only good use as a quick way to get out of the Facility and fly nearby really. The Mark 2 Oppressor is superior jet transport with much better rockets. The rockets on this are like the Buzzard helicopter rockets but worse maybe.
