It is not lagging like this when i play, it is my recording software, fixed it now
Finally I found the best working version + realistic graphic mods that still give Vanilla HIGH PERFORAMCE and HIGH FPS even on low-end or mid-range computers and laptops.

MY SETUP:
MSI Katana GF76
(i5 11400H 4.5GHZ 6 core, GTX 1650 4GB, 16gb ram, fast 1TB ssd)

It consist of:
*IVdowngrader to v1.0.4
*Definition FIX
*DayL timecycle graphics mod
*And FXAA x8 Anti Aliasing via Nvidia Control Panel or AMD if you have that.
*You can also upscale the game with DSR to 4k.
*Zmenu (FOV: 60, no carjacking cam)

Easy install guide:
1. You need to downgrade to v1.0.4 if you havent from a no mods, clean install game. v1.0.8 might work good for you too, or latest complete edition with FusionFX (But then the graphics mod might not work).

While using Downgrader as admin, select Simple Traffic Loader, xliveless, ZMenuIV (If you want INCREASED FOV +change time/weater carjacking camera etc).
There is a small tick box for "Download and install prerequisities" that you select.
Be ready for directx window popup during install, select "YES TO ALL".
Also create a commandline.txt in game main folder, here is mine:
-availablevidmem 3950
-norestrictions

Start game with "PlayGTAIV.exe" or LaunchGTA.exe in GTA IV folder (u can put shortcut on start page), run as administrator.

Done! Copy my game Graphic settings or adjust to ur own liking, turn off "Definition" to get motion blur and more FPS (its still sharp with this Vucko 10K graphics mod)

If you have better high end PC you can install more mods like high texture packs, car packs, DKT70 road maps, HD trees, weapon mod and so on..

i tried vulkan dxvk, but i couldnt get it to work on my laptop. There is also "Fusion fix", Zolika Patch, various fixes mod and console patches but it doesnt seem to work for me. Might work for you, not sure if it works with ENB series or iCEhancer tho, all of these mods can cause troubles so i recommend just having these mods as i have and keeping that game as Original as possible.

Press F7 to select the settings i showed in Zmenu, for ex. Custom cameras, FPS POV head view, increase FOV, change weather, time of day etc...
To permanently save the settings you need to edit Zmenu.ini in game main folder directory.

BE ADVISED!!! Please make a copy of your GTA IV folder before experimenting installing any mods!! so you don't have to redo everything incase it doesn't work.
