This happens during the mission 555 We Tip.

I have used s0beit http://youtu.be/NzIDMJnYHaI to teleport
inside and outside cars.
I have also used CheatMenuV3 http://youtu.be/1fFTlGtLa00 to break
the mission cutscene so I could move in it and do anything I wanted.

If I kill all the important actors (The D.A. can't be touched)
so the 2 cops and destroy the vehicle then the mission will freeze.

The D.A. seems to be immune to damage from other weapons
except for spray can and fire extinguisher.

The D.A. also disappears if you go too far away.
