This happens during the mission Vertical Bird.

Occasionally, as can be
seen on the official San
Andreas website, a red mist
can be seen coming from behind
Toreno's Washington at the Panopticon.
This is a rare occurence in
the game otherwise, but can be commonly
observed when there is rain even in
such arid areas as Fort Carson,
in case weather cheats have been used prior.
