GTA V is not that kind of demanding game even with my low spec rig the gameplay is very smooth, you can run on basic spec laptop/computer, FPS stays between 45 to 60 FPS on high settings 1080P, and the rendering delay and jitters are because i have this game on my data drive which is slow and recording was on the same drive so FPS at maxed out everything turned on stays around 30FPS, and tweaked HIGH graphics settings stays around 60 FPS 1080p.

Recommended settings:
Well if you have a good pc then go with any setting you feel like, but if you are on low spec pc like mine with a low spec GPU i would say keep the settings on high and AA off, and try to run in your GPU supported resolution if you have lower frame rates,
