GTA V Cleaning Out the Bureau

Cleaning Out the Bureau is a mission provided to protagonist Michael De Santa by FIB agent Dave Norton in Grand Theft Auto V, albeit it appears on Lester Crest's list of missions. It is the first mission of the fifth heist.

Michael visits Darnell Bros. and meets Lester. FIB agents Dave Norton and Steve Haines soon join the duo. Haines reveals that evidence of his unlawful conduct is beginning to surface at the FIB as a result of his IAA imprisonment; he wants Michael to delete that evidence, but the only way to do so is to break into the FIB Headquarters. Haines pledges that if Michael does this favour, he will remove Michael's FIB files personally. Michael informs Haines that this is his last task for him. Haines agrees casually, and he and Norton go.

Lester and Michael drive to the FIB Headquarters. Lester lays out his strategy on the way. They will obtain access to the building by impersonating one of the building's janitors. Lester has even identified the individual, one Harvey Molina. Michael and Lester depart the parking garage at the Headquarters. When Molina exits the garage, the two follow him to his West Vinewood condominium on Las Lagunas Boulevard. Michael follows Molina into his apartment and buys Molina's identification and overalls. Molina concurs, and Michael departs.

Michael and Lester make their way back to Darnell Bros., where Franklin is waiting. Lester requires a hard copy of the architectural drawings for the FIB Headquarters in addition to Molina's ID and overalls. Chip Peterson, the building's designer, maintains an office in Backlot City and owns these. Franklin agrees to follow Peterson in order to obtain the plans. Their mission has come to an end for the time being.
