Step 1: Go to Eclipse Towers an go down the road a peace and then
Step 2: Fly up into the roof of the small building next door if you die don't worry try again

Step 3: Go to the IAA building
Step 4: Fly up into the building from underneath
Step 5: Float Upwards to the top of the building but not the very top
Step 6: Once near the top go out of hover mode you should have landed on a solid surface
Step 7: Woooohooooo your inside lol XD
Step 8: Go into first person an have fun exploring
