When you see this random event pop up, run to the Bulldozer to move the pipes trapping the construction worker in the trucks. Once you have moved them enough you will see him get out of the cab - at that point back off before the trail of petrol ignites the truck's fuel tanks. Then speak to the man you rescued to complete the event.
