To complete this random event, let the celebrity, Lacey Jonas, get in your car. Outrun the paparazzi, but don't attack them (i.e. don't shoot them or knock them off their bikes). Then drive her back to her house when instructed. Lacey Jonas is a potential victim Trevor can take to the Altruists, but I find other random events more convenient due to their locations.
