SilentPatch fixes a bunch of issues (it's like a huge patch for the game that just improves everything)

GInput adds support for Xinput (Xbox etc.) controllers, and you can seamlessly switch between controller and keyboard/mouse, just like modern games.

Widescreen Fix is... well, a widescreen fix.

1.0 version of the game is recommended. I am playing the Steam version, downgraded to 1.0.

With these few mods I believe you will have the optimal experience of playing the GTA games today. I know there are graphics enhancement mods like ENB, but I think they distract too much from the original look of the games.
