Disclaimer: I used a glitch to transfer the phone animation from story mode to Online.

Explanation: Turning on the Yacht's defenses prevents players from equipping weapons onboard. It also removes the phone from hand at the same time, so it really does count as a weapon, which explains why in some cases holding the phone in Snapmatic and aiming at cops provokes them into attacking you (there was a video of this on /r/gtaonline not too long ago, can't find it though).
