If you're searching in the wrong place, you'll never find it ;) I was on the ground first, looking for a way to take me to a higher place, BUT, there's none. Just walk to the little village west of the Black Earth Coalmine/ Dociu Excavation or teleport to the Frostland Waypoint. From there, walk through the village up the mountain, and the video shows the rest :)
