After I tried everything
1) repaired the game
2) formatted my PC
3) reinstalled the game
4) repair again

I couldn't fix the problem, but my system after I tried to play fallout 4 showed some instability, sudden shutdowns.. I disassembled all my pc parts, clean them up, I also added new cpu cooling paste and here is the result!
