Pretty rare to get attacked by someone using three Focus Fire Attack Cards. My base manages to survive three such attempts. For my Retaliation I just used my standard Alliance / Nightmare cards for when I don't have have Tactical Boots. Consider this video a good example of a base that is vulnerable to even just one Focus Fire and one that expects to be hit by multiple. Also, the value of long range high DPS Veterans for both Defense and Offense cannot be understated.
