Bug: If you have Veteran Colonel's saved at the time you start the game, the Colonel does not use it's special.

However, if you train and use Veteran Colonels in the same play session, they will continue to work. Just be sure to either kill them off or replace with a different unit before you stop playing.

At least until this bug is resolved so this workaround is not required.
