I finish Quarantine Zone in Part 13. The Arbiter draws nearer to the library as he takes control of a Wraith and fights off Flood forces.

The Arbiter takes Wraith and fights through the valley, eventually reaching the entrance to the Library. Taking on Enforcers and Flood forces defending the entrance, the Arbiter and his team take them out. Entering the tunnel, they find a gondola on the other side. Before the Arbiter activates the drive switch, he hears another gondola approaching the library. Rtas 'Vadumee assumes that they are humans but hears Flood screeches. The Arbiter finally activates the gondola, and it begins to move. As the gondola moves, the Arbiter defends himself against Flood waves. The gondola finally reaches the entrance to the Library, and Tartarus tells the Arbiter to get the Index. The Arbiter enters the Library and locates the entry to the Index. Meanwhile, Commander Keyes and Sergeant Johnson are at the Library, also in search of the Index. She reaches for the Index as it floats in its container and grabs it, but almost falls. Sergeant Johnson saves her, and the two try to figure out an escape plan when they are suddenly attacked by the Arbiter. Despite their best efforts, Keyes and Johnson both are defeated by the Arbiter, and Tartarus takes the Index from Keyes. Tartarus turns against the Arbiter and the Sangheli. The Arbiter is angered by his betrayal, with Tartarus adding that the Prophets ordered him to. Tartarus activates his hammer, with a concussive blast from it sending the Arbiter rolling on the floor and falling into a dark pit.

Meanwhile, the Master Chief wakes up to himself being wrapped and dragged by a huge tentacle along a corridor into a huge chamber. He is brought towards the Gravemind, a massive creature who introduces himself as a "monument to all your sins". The Chief looks up to notice the Arbiter being dragged down by two tentacles. The Gravemind raises two tentacles, one wrapped around a red Monitor known as 2401 Penitent Tangent and the other merged with an infected Prophet or Regret. The Prophet of Regret is part of the Gravemind, and he is in intense pain. The Gravemind explains that there is still time to "stop the key from turning", but it must be found, Indicating that the Master Chief will search one spot and the Arbiter will search another, they disappear in teleportation rings, with the Master Chief being transported to High Charity. Back on High Charity, the Prophet of Truth addresses the release of the Flood and explains that there is no need to panic, stating that this is a time for the Covenant to rejoice as he raises the Index. He states that the Great Journey is near, and nothing can stop it. Master Chief appears from a teleportation ring, which a Grunt notices. In shock, the Grunt throws up his Needler and flees as the Master Chief catches it. Truth orders the Honor Guardsmen to kill Master Chief, escaping through a gravity lift.
