This issue only happens as a NON-HOST unless you set your FPS to 60. Being the host, you will have NO issues at all with framerate with BOTH framerate options; Unlimited or 60.

This issue existed in both old and new flight versions for Halo 3:
1.1629.0.0
1.1658.0.0

It has been known that "Improvements have been made to interpolation at unlimited framerate," but issues with that remain with co-op campaign as non-host on Halo 3's insider build.
